The U.S. Virgin Islands is taking another major step forward in building its regulated cannabis market. The USVI Office of Cannabis Regulations (OCR) has officially opened the application round for Cannabis Manufacturing Licenses, now accepting submissions through December 19, 2025, at 5 PM EST.

A Merit-Based (Points) License Application Process

- Social Equity: Qualification under the territory’s social equity provisions.
