1. Review the OCM Qualified Applicant Guide

The Minnesota OCM has created a Qualified Applicant Guide To Obtaining A License for obtaining a license to assist all newly approved cannabis business in becoming operational. This guide should answer most, if not, all of your questions regarding the next steps in your license approval and is a great piece of material to review even while you wait for your preliminary approval.   

 

2. Secure Minnesota Property & Obtain Local Approval

Securing a property for your Minnesota cannabis business should be your first priority as competition is tough and many applicants struggle with this step after initial license approval. Once you have submitted your site location and final application documents, the OCM will share your application to the respective local city/regional government who will then approve or deny your compliance certification 

Microbusinesses will also be required to file a local retail registration, which will be done through your local government process. Keep in mind that municipalities are allowed to limit their registration of retail cannabis businesses to one for every 12,500 residents. Working closely with your local jurisdiction will give insight on how many retail cannabis businesses they plan to register. 

 

3. Finalize Your Operating Plans

The OCM requires updated and finalized documentation on your operational plans and standard operating procedures. These plans should be more robust than what was required on the initial application and applicants will be expected to demonstrate cannabis expertise and compliance Plans include:  

  • Operating Plan 
  • Security Plan 
  • Inventory Control 
  • Quality Assurance
