A new chapter is unfolding for Minnesota’s cannabis industry with the opening of business license applications. The Office of Cannabis Management (OCM) has announced it will accept applications for cannabis business licenses starting February 18th and closing on March 14th. This marks the first full licensing cycle open to all applicants for 10 cannabis business license types, signaling significant opportunities for entrepreneurs eager to enter the state’s emerging market.
Key Dates and License Types
The application window is set from February 18 to March 14. OCM will accept applications from both verified social equity applicants and general applicants. The available license types include:
- Microbusiness
- Mezzobusiness
- Cultivator
- Manufacturer
- Retailer
- Wholesaler
- Transporter
- Testing Facility
- Delivery Service
- Medical Cannabis Combination Business
Applications for cannabis event organizer licenses will open in summer 2025, while lower-potency hemp edible manufacturer and retailer licenses will be available in fall 2025.
Capped License Types and Lottery Process
For four capped license types— retailer, cultivator, manufacturer, and mezzobusiness —the state has reserved half of the available licenses for verified social equity applicants. The remaining half is open to all applicants. These licenses will be distributed through a two-part lottery:
- The first lottery is exclusive to verified social equity applicants.
- A second lottery for general applicants as well as social equity applicants not selected in the first lottery.
This dual-entry system provides social equity applicants with two opportunities to secure a license. The exact timing of the lotteries will depend on the volume of applications, with OCM anticipating lotteries to commence between May and June.
Uncapped License Types: A Rolling Opportunity
For uncapped license types, such as microbusinesses, applications will be reviewed on a rolling basis. This means qualified applicants can proceed to the final licensing steps without a lottery process.
Previously preapproved applicants for uncapped licenses will receive instructions shortly after the application window opens to complete additional requirements. These include securing a labor peace agreement, passing background checks, obtaining local zoning approvals, and completing inspections. Licenses for these applicants could be issued as early as this spring, following the official adoption of rules expected by the end of March.

The following statutory license caps remain in effect through July 1, 2026. After that date, OCM will reassess the market and may adjust license caps as necessary.
- Microbusiness: No limit
- Mezzobusiness: 50 (social equity), 50 (general)
- Cultivator: 25 (social equity), 25 (general)
- Manufacturer: 12 (social equity), 12 (general)
- Retailer: 75 (social equity), 75 (general)
- Wholesaler, Transporter, Testing Facility, Delivery Service, Medical Cannabis Combination Business: No limit
