Required Cannabis Business Plans

Baseline Plan Submissions

Do you know what Delaware likes? Plans. And there are no shortage of them in the supplemental materials. Below are just some of the plans all applicants will need to submit to the Delaware OMC:

Standard Operation Procedures

Additionally, there are standard operating procedures that need to be written and submitted too, regardless of what cannabis license type you won for. These SOPs include:

  • Adverse Event Reporting
  • Quality Assurance/ Control
  • Recall
  • Inventory Control, Storage, Diversion Prevention
  • Waste Disposal, Sanitation
  • Accounting and Tax Compliance
  • Age Verification
  • Secure Transport of Marijuana

Watch Out: License-Specific Plans Are Required

Of course, we’re not done yet.  The additional work doesn’t end. Below are license-specific supplemental requirements as well.

Cannabis Cultivators

For cannabis cultivators you’ll need to submit the above information along with:

  • Cultivation plan
  • SOP for Packaging and Labeling
  • SOP for Sampling and Testing

Cannabis Manufacturers

  • SOP for Manufacturing
  • SOP for Packaging and Labeling
  • SOP for Sampling and Testing

Cannabis Retailers

And cannabis retailers will need:

  • SOP for Dispensing
  • SOP for Packaging and Labeling (if applicable)

Additional Ownership Plans

And yes, there may even be more plans to submit in Delaware. Based on your initial application, you may also need to submit

  • Minority-Owned Business Plan
  • Women-Owned Business Plan
  • Disabled Veteran’s Certifications
  • Medical Conversion Applicant Social Equity Support Plan

Trust Our Delaware Consultants To Build These Plans

This may feel like a lot after a celebratory cannabis license win. We don’t want to underplay these requirements because, even to us, this is a decent amount of supplemental information for a state governing body to ask after licensure.

However, our team is well-versed in the process with decades of experience guiding East Coast cannabis wins from license to business launch. Our team of Delaware consultants at Canna Advisors can take the supplemental application stress off your plate and guide you through this extended process to get you that much closer to opening your doors.
